
In November 2005 MTN, a Johannesburg-based mobile operator was
awarded the contract to operate the second nation mobile network
for a middle eastern country. Our consultants prepared the system
specification and tender request in conjunction with MTN staff and
tenders were invited in December 2005.
Following receipt of the responses the Mott MacDonald tender
evaluation team led MTN through the complex and delicate process of
assessing the 28 tenders received and negotiating with the
short-listed bidders. The negotiations achieved a very significant
reduction in the contract price. Again this was achieved against a
background of very challenging timescales.
Following the successful conclusion of negotiation our team was
requested to remain on site to manage the contractors selected to
design and implement the network. The work includes the management
and co-ordination with a number of internal and external parties to
achieve the delivery, testing, acceptance and deployment of the
network and the supporting infrastructure.
